I agree with Art Pawleys 17 has an unfair green and is difficult even if the green was properly sized for the design of the hole. I never though Gen D 17 was overly difficult - though anything looks easier after trying to survive #16 there
The previous Par 3 on that course is DEVIOUS, I have it listed. 17 is a nice hole but it fits my shot shape.
Agreed with 17 at Glen Dornoch, played there the other day with my race car sponsor. I hit 7 iron and then 6 iron on 16 and put it in the back bunker ... tough up and down, baaaahahhaaa, who am I kidding - BOGEY!!!

Arcadian #2 - is very tough - especially from the senior tees - and what makes it even tougher is that it's only the second hole - siting there ready to torpedo your good round right out of the gate leaving you depressed for the next 16 holes!

Fun thread. As mentioned above a lot will depend on the tee box. For example, #12 at the Dunes from the tips (245 yards all over water) is just about impossible but from the next tee up (180) is not that difficult because of the big green.
My vote goes to #7 Wachesaw Plantation. Standing on that tee with anywhere from a 5-7 iron and a firm green the size of my kitchen table is as tough as it gets. Honorable mentions to #6 Barefoot Dye which is visually very intimidating and not much of a bail-out area left, and True Blue #3 where I hit a a 5-iron to 10 feet and still walked away with bogey in a tournament last year because that short putt had about 8-feet of break, LOL.
I think #3 Tidewater, #13 Pawleys, #3 World Tour are difficult for the yardage, but because they are shorter irons overall not as tough as the ones listed above. Pawleys #17 is very tough but only because it's borderline unfair as good shots roll over the back of the shallow green.
Oyster Bay #17 is very tough from the back tee (160 yards), but from the next tee up it's a routine wedge shot (110 yards). Arcadian #2 is a great hole and seems difficult but for some reason I've had better success than on the other tough par threes.
#10 BF Normal & $14 Grande Dunes are really great holes and very challenging, but each have bail out zones so may not be the toughest overall.
